Payroll Manager
Role Description & Overview
Meta is seeking a Payroll Manager to join our International Payroll team. As one of two International Payroll Managers, you will share accountability for international payroll operations across 39 countries in APAC, EMEA and LATAM, delivered in partnership with our outsourced payroll providers. This is a people leadership role first. You will lead a multi-level organization spread across three regions, with experienced individual contributors who own critical processes and systems, and you will build the leadership bench that allows the organization to scale.
You will also lead the operation through a deliberate shift: standardization over local variation, touchless processing over manual intervention, and connected technology over disconnected handoffs. The capacity this creates will be reinvested in business partnership and continuous improvement. You will own the multi-year strategy for international payroll and the end-to-end process that delivers it, align Finance, People, Tax, Legal and Engineering partners behind that strategy, and use data and metrics to steer decisions on resourcing, process and people investment.
The team works across multiple time zones, so this role requires flexibility in when and how you collaborate.
- Bachelor's degree in Finance, Accounting, Business Administration or a related field, or equivalent practical experience
- Experience in payroll operations, including direct people management of multi-country payroll teams across more than one region
- Experience managing managers or team leads, including dispersed and remote team members across multiple time zones
- Experience with ADP payroll platforms, Workday and HCM-to-payroll integration
- Experience driving payroll standardization, automation or process simplification across multiple countries
- Experience managing outsourced payroll providers, including SLA governance
- Knowledge of payroll regulations, employment tax and statutory compliance across multiple jurisdictions
- Experience using payroll data and metrics to report on operational performance and inform business decisions
- Experience setting multi-year strategy for a payroll or shared services function and leading an organization through sustained change
- Experience presenting to and influencing stakeholders at all levels, including executive leadership
- Payroll certification (such as CIPP, CPP or FPC) or Lean Six Sigma certification
- Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
- Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
- Knowledge of General Ledger accounting, payroll-to-GL reconciliation or employee equity reporting
- Experience with Salesforce or another CRM or case management platform
- Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
- Experience with a payroll operating model transition, such as outsourcing, shared services or BPO transformation
- Experience using data analytics or visualization tools to build operational reporting and dashboards
- Experience with Workday, ADP GlobalView (SAP) and ADP Celergo
- Experience leading payroll operations across APAC, EMEA and LATAM
