This is a unique, high-impact role responsible for readying the business for a regulated environment while maintaining commercial resilience across a diverse portfolio of direct fleet and corporate spend.
You will be the driving force behind the organisation's shift to public sector procurement standards. Your primary focus will be ensuring all commercial activity is compliant with Public Contracts Regulations (PCR) while negotiating high-value agreements and managing supplier performance to mitigate risk during the transition.

Design and execute competitive sourcing exercises in full alignment with PCR guidelines, managing the tender lifecycle from initial notice to contract award.
Standardise NDAs, SLAs, and Master Service Agreements to meet statutory
requirements and ensure legal protection within a government-owned entity.
Develop resilient strategies for direct fleet
requirements and indirect categories (IT, Facilities, HR) that balance commercial value with public sector transparency.
Track supplier performance and conduct regular KPI reviews, ensuring all third-party relationships meet the rigorous compliance and ESG standards required by the public sector.
Monitor market conditions and benchmark pricing to identify supply chain risks, ensuring all procurement activity remains defensible under public audit.

We are looking for a commercially sharp procurement professional who can navigate the complexities of a private-to-public sector transition.

Comprehensive understanding of Public Contracts Regulations (PCR) or a proven ability to transition commercial expertise into a highly regulated public sector environment.
